to the dollar. In 1903 the salaries with this allowance

first appeared in the Estimates under "Personal Emoluments"

in the same manner in which they are entered in the

Estimates for the current year. The appointments of Master

in charge, and Assistant Master are there shown as

permanent appointments. They have generally but have not

always been and are not necessarily held by Masters of

Queen's College and it seems to me inconvenient that

permanent appointments should be held in one Department

by Officers in another especially when promotion cannot be

made in the two Departments pari passu.

The present holder of the appoint-

»ment of Master in charge of the Police School is Mr. I.

K. Dealy, first of the Senior Assistant Masters of Queen's

College. In my Confidential Despatch dated February 2nd.,

I recommended that he should succeed Mr. A. J. May a8

Second Master of the College. As the Head Master is of the

opinion, in which I concur, that the duties of the Second

Master make a full demand on his time it will be necessary

to call on Mr. Dealy to resign his appointment to the

Police School before promoting him at Queen's College,

should that be approved. This promotion involves an

increase
